Warsaw Turns Metro into Massive Emergency Bunkers
Warsaw City Hall is racing to convert its metro stations into huge civil defence shelters. Thousands of emergency supplies—thermoses, flasks, sleeping bags, and stretchers—are flying off the shelves. The bold plan aims to shelter over 100,000 people underground if disaster or war strikes.
Underground Shield: Metro Stations as Lifesavers
Nicknamed the Underground Shield, the scheme teams up with the fire service to retrofit metro stations and technical spaces. Special zones stocked with water, blankets, and stretchers are being set up. Technical rooms are being equipped to store vital emergency gear.
Warsaw Mayor Rafał Trzaskowski declared on X: “Our metro stations will no longer serve only transport; they will be part of Warsaw’s civil defence system, ready to protect lives in emergencies or conflict.”
Power and Autonomy: Shelters Must Run Independently
City bosses are prioritising full self-sufficiency for these underground havens. They’re buying generators and tech to keep the shelters running even if the power grid fails. Technical rooms are getting major modern upgrades to support isolation.
Deputy Minister Wesław Lesniakiewicz said: “We are learning from Ukraine’s wartime resilience. Every Pole must be ready for the toughest times.”

The current emergency supply rush is only the first step. City Hall plans phased upgrades right across the metro network, from stockpiling kits to full technical modernisation. The goal? To turn Warsaw’s underground metro into a rapid-response shelter system, ready for any crisis.
