Rushmoor has recorded its first COVID-19 penalty notice issued to a local business. Following multiple visits and warnings from Hampshire Constabulary and Environmental Health Officers, a pub located on Mount Pleasant Road was fined for breaching coronavirus regulations.

On October 7, police discovered that the pub was not adhering to key safety measures. Instead of properly managing food and drink service, customers were found standing at the bar, moving around inside the premises, and not seated while consuming drinks. These actions violated Regulation 9 (1) of The Health Protection (Coronavirus Restrictions) (No 2) (England) Regulations 2020.

Rushmoor Borough Council’s Cabinet member for Operational Services, Councillor Maurice Sheehan, commented on the situation: “I am constantly amazed at the cooperation and diligence of our businesses and residents in working together to overcome the challenges presented by COVID. But I am also astounded at the few who fail to do what is needed. Their actions potentially affect us all.”

He added, “It’s sad we must now enforce these rules, but with cases rising again globally, nationally, and locally, it’s necessary. Enforcement will be proportionate but firm.” Councillor Sheehan urged both businesses and residents to follow the advice on the GOV.UK website and to do their part in keeping everyone safe.

Local Licensing Officer PC Phil Dennett also issued a warning: “It is very disappointing that a licensed premise has been in breach of the clear hospitality guidelines designed to keep customers safe. This showed a clear disregard for the rules protecting the whole community during this difficult time.”

This enforcement action sends a strong message that rule-breakers in hospitality will face consequences as the pandemic continues.
