Nearly 25 years ago, on a cold November morning in Southend-on-Sea, a man was found dead beside the railway tracks near Clifftown Road, close to Southend East Station. The identity of this man remains unknown, and British Transport Police (BTP) have now renewed their appeal for information to help name him.

CCTV footage captured the man stumbling along the platform at Southend East Station just before midnight on 14 November 2000. Witnesses reported that he appeared disoriented throughout the day, with some assuming he was intoxicated. At 10:35pm, he was seen again near the station, and a concerned clerk escorted him off the premises at 11:40pm. By 6:30am the following morning, the man was discovered dead beside the railway tracks.

Police found no evidence of a train collision. The official cause of death is listed as “unascertainable,” though hypothermia is strongly suspected. Toxicology tests revealed only trace amounts of alcohol and no drugs, indicating a possible illness rather than intoxication. Notably, the man was found without any upper-body clothing. Nearby, officers recovered two dark green oilskin jackets, a green wax oilskin jacket, and waxed brown oilskin trousers.

The victim was described as Black, approximately 65 years old, 176cm tall, with an average build. He had a thick, greying bushy beard and receding afro hair. Distinctive items included a leather belt with a gold buckle and worn white Tommy Hilfiger trainers. Despite these details, no one has come forward to identify him.

Detective Constable Saunders of the British Transport Police said, “This man may well have been a familiar face in the area. But despite exhaustive enquiries, we still don’t know who he was. It’s a truly tragic case—he died alone, and no family has ever been located.”

The investigation is now part of Operation NORD, a British Transport Police campaign aimed at solving long-standing unidentified deaths near railways. Officers plan to return to Southend-on-Sea soon to conduct fresh enquiries and raise awareness about the case.

BTP is urging anyone who lived in Southend in 2000 or remembers a man matching this description to come forward. Even minor details could be crucial. If you saw this man near the town centre or railway stations before his death, please contact the police.
