Warning to Havant Residents: Don’t Get Ripped Off When Dumping Rubbish!
Havant Borough is battling a surge in fly tipping with 961 cases recorded from January 2016 to January 2017. Council chiefs are urging locals to think twice before handing over waste to dodgy collectors offering cut-price deals.
Don’t Get Caught Out by Fly-Tippers
Whether you’re chucking out black bin bags or a van-load of building waste, be careful who you pay. Havant Borough Council’s Neighbourhood Quality Team warns that many small businesses or individuals aren’t licensed waste carriers. Only registered waste carriers – who pay for their license – can legally dispose of your rubbish.
Legal Duty to Pass Waste to Licensed Carriers
Under the law, you must pass your waste to an authorised carrier. If rubbish dumped illegally is traced back to you, expect a hefty fine. Natalie Meagher, Head of Neighbourhood Support, said:
“If the price seems too good to be true, then it probably is. Residents should beware – it could cost you way more in the long run. Always get a ‘waste transfer notice’ – a signed document showing what waste was taken, by whom, and when.”

Heavy Penalties for Fly Tipping
Fly tipping convictions carry a fine of up to £25,000 and can land offenders a year in jail. The council regularly fines fly tippers but needs the public’s help to catch culprits red-handed.
