Paul Frost, aged 55, was recorded on CCTV masturbating with body oil while following a young woman inside a Boots store located on Market Place, Great Yarmouth, on December 5. Store security observed his behaviour and promptly contacted police, considering him a risk to women and the public.
During the trial at Norwich Magistrates’ Court, Frost was found guilty of outraging public decency.
Footage revealed Frost opening a bottle of body oil, placing his hands down his trousers, and following a young woman while covertly watching her. Security guard Christopher Jervis described Frost’s actions as “wrong and disgusting” and reported the incident to the police.
Police officer PC Jamie Land stated that Frost appeared “fixated” on the woman, touching himself as he trailed her around the busy store. After reviewing the CCTV footage, police arrested Frost at Great Yarmouth railway station. The officer noted that Frost posed a potential risk to lone females and the wider public.
During court proceedings, Frost denied masturbating, claiming he suffered severe genital irritation from an infection and used body oil to relieve the itch. He also stated he was not following anyone and felt desperate. However, the prosecution rejected this explanation, indicating that the symptoms described did not align with his behaviour.
Frost was found guilty of outraging public decency and is scheduled to be sentenced on May 20. At that time, the court will also consider an application for a Sexual Harm Prevention Order.
A second allegation that Frost masturbated on Yarmouth beach was dismissed during the trial.
