“The panel considered extensive evidence and concluded Mr Lynch’s actions were a brutal act of revenge. Despite over 18 years behind bars and some progress in addressing his behaviour, he remains unable to control his emotions or safely manage relationships,” the Board said.
Lynch even admitted to the parole panel that he’s not ready to return to society. The decision was clear: “Release at this point would not be safe for the public.”
