Four Arrested in Winchester CSCS Card Fraud Sting

Police have swooped on an independent test centre in Winchester over claims of dodgy dealings. Four men were arrested after Hampshire and Isle of Wight’s Economic Crime Unit executed two warrants targeting suspected cheating on construction industry exams.

Fake Tests Let Workers Slip onto Construction Sites

The investigation started after a tip-off from the Construction Industry Training Board (CITB). The fraudulent activity involved an independent testing centre on Southgate Street, which allegedly accepted cash to help candidates cheat on their CITB Health and Safety exams.

These tests are crucial. Passing the CITB HSE test—plus a trade-specific qualification—is mandatory to get a CSCS card. This card proves workers are properly trained to handle construction site dangers. Faking these qualifications risks lives.

Who Got Caught?

  • A 47-year-old Southampton man, held on suspicion of conspiracy to defraud and possession of criminal property, remains in custody.
  • A 25-year-old from Birmingham arrested for conspiracy to defraud.
  • A 46-year-old from Swindon arrested on the same charge.
  • A 53-year-old man from West Bromwich also arrested for conspiracy to defraud.

All three others have been bailed until 15 May, as inquiries continue. Police seized cash and electronics during the raids in Winchester and Southampton.

Officials Warn: Fraud Risks Lives on Site

“Helping people fraudulently pass these tests puts everyone at risk,” said Detective Inspector Jamie Johnson. “Without proper training, workers don’t know how to keep themselves or others safe. Profiting from such criminal activity could cause serious injury or even death.”

Chris Simpson, Head of CITB’s Standard Setting Body, added: “Falsifying health and safety qualifications means unqualified individuals are working on sites. We’re committed to stamping out cheating and protecting the public.”

CSCS Fraud Prevention Manager Marcus Mills said: “These arrests send a strong message. We work with regulators and the police to root out fraud. Employers should verify cards regularly using CSCS Smart Check to avoid counterfeit and revoked cards.”
